Today the State Land Board could approve an $86 million bid by Arch Coal for the 572 million tons of coal in the Otter Creek Tracts in Southeastern Montana. Governor Schweitzer, one of the five board members, who likes the idea, says, if approved, it could influence his upcoming decision on cuts intended to keep the state budget from going into the red next year.
