Coming in second, after Mississippi, the average Montanan will spend more than 10% of his or her income on gasoline, if prices reach $3 or more per gallon, as expected, when the weather warms. This, from the National Resources Defense Council, a Washington, D.C. environmental group. With Montana, ranking in the bottom 20% of the country for per-capita income, the less money to spend, coupled with higher gas prices, the larger the percentage going to fill the gas tank.
